He isn't rating the NDP's Speech from the Throne a 10, but Portage's mayor overall is still pleased. 

Ken Brennan says the government's plans point to economic benefits, as it touches on retaining Manitoba's youth and road repair. 

 

Brennan also sees items on the speech beneficial and particular to Portage.  This includes a planned increase in immigration levels and the expansion of the Neighbourhoods Alive program.  He explains both items are also on Portage's to-do list. 

 

However, Brennan is concerned with the speech's reference to the removal of nutrient and phosphorus from Manitoba rivers. 

 

He identifies a hefty cost behind the plan.
