"From the last four years, those last year's promises really haven't been totally fulfilled," he says, "Certain systems within many first nations definitely need to be changed in a manner where the services should be directly impacting the membership. But the over-all look that I have on the announcement itself at hand, is a little bit sceptical."

Roulette acknowledges there's concern in the community.

"We don't want it to be another Kelowna Accord incident," he says,"If you look back, I believe it was 2005 when the Kelowna Accord was preparing to close the gap, and once again it was a Liberal government, and once the change in government came over, the Kelowna Accord itself was scrapped."
