A request for proposal for the design of Portage's Elm Street subdivision has left two city councilors on different pages. 

Earl Porter feels the area -- which is the planned site for additional affordable housing -- doesn't require another infrastructure study as the city already has one.  He argues spending more money on studies will defeat the purpose of affordable housing. 

 

But Dave Quinn stresses the plan is merely a footprint of the houses in one type of layout and didn't include details of water, sewage and roads among others.  Quinn adds a detailed design is required to have the subdivision prepared for housing development. 

 

The Elm Street subdivision lies between the Portage Co-op mall and Yellowquill school.
